East African Crude Oil Pipeline (EACOP) - Tanzania Segment

Project Overview:


PaulSam Geo Engineering Co Ltd Consultants is proud to have played a pivotal role in the East African Crude Oil Pipeline (EACOP) project, specifically on the Tanzanian side. Covering an extensive 1,149 kilometers, this project traverses eight regions and 25 districts, making it a significant endeavor for the region's development.

Key Services Provided:

  • Stakeholder Engagement: Our services encompassed comprehensive stakeholder engagement, from the national level down to the village, ensuring that all voices were heard and considered.

  • Surveys and Assessments: We conducted surveys to delineate the pipeline corridor, assess areas for pumping stations and courtyards, and valuate land and properties of Project Affected Persons (PAPs). Additionally, we carried out census and social-economic surveys to understand the impact on local communities.

  • Resettlement Policy Framework and Action Plan: In collaboration with Digby Wells of South Africa, we prepared the Resettlement Policy Framework (RPF) and Resettlement Action Plan (RAP), focusing on the well-being of affected persons.

  • Livelihood Restoration Plan: We collected essential data for the preparation of the Livelihood Restoration Plan, ensuring that the affected communities are supported in their transition.

  • Architectural Designs: Our team designed replacement housing units, including the preparation of Bill of Quantities (BOQ) for priority areas, prioritizing the welfare of the Project Affected Persons (PAPs).

  • Entitlement Briefings and Compensation: We conducted entitlement briefings for all PAPs, prepared Compensation Agreements, and supervised their signing, guaranteeing fair compensation for those affected.

  • Relocation of Graves: We facilitated the sensitive process of relocating graves, securing death certificates, and finding new burial sites while overseeing ritual and custom processes in eight regions.

Project Overview:


PaulSam Geo Engineering Co Ltd Consultants is honored to have played a crucial role in the East African Crude Oil Pipeline (EACOP) project on the Tanzanian side. Covering an extensive stretch of 1,149 kilometers, the project spans 8 regions - Kagera, Geita, Shinyanga, Tabora, Singida, Dodoma, Manyara, and Tanga - and encompasses 25 districts. Our responsibilities included the sensitive task of grave relocations, with over 1,050 graves identified in the pipeline area.

Key Services Provided:

  • Confirming Grave Locations: We meticulously confirmed the locations of graves based on coordinates provided by EACOP, ensuring precision in the relocation process.

  • Engagement with Authorities: Our team engaged with district and local authorities, including District Health Officers, to arrange all legal requirements for grave relocation.

  • Community Engagement: We conducted extensive engagement with affected families to ensure that all grave removal ceremonies were conducted, compensation was paid, and all necessary customs and traditions were fulfilled.

  • Relocation Planning: Working closely with affected families and community leaders, we identified suitable locations for relocating the affected graves, considering cultural and emotional sensitivities.

  • Identification of Unidentified Graves: In collaboration with local authorities, we sought to identify any previously unidentified graves in the pipeline areas, capturing essential details and ensuring proper valuation before relocation.

  • HSE Equipment and Safety: To ensure a safe and respectful grave re-interment exercise, we secured all required Health, Safety, and Environmental (HSE) equipment, including body suits, gloves, and caskets.

  • Grievance Handling: We recorded and addressed any grievances received during the grave relocation process, ensuring transparency and respect throughout.

  • Adhoc Relocations: In the event of previously unidentified graves being found during construction, we provided ad-hoc grave relocation services, closely following EACOP's Chance Finds Procedure.

  • Ownership Confirmation: Once grave owners were identified, we engaged with them to confirm ownership, collect death certificates, family consent, and determine the relocation area.

  • Unidentified Graves: In cases where no grave owners could be identified, we worked with relevant authorities to facilitate the relocation process and ensured compensation was placed in escrow for potential future owners.

Our commitment to this project underscores our dedication to respectful and responsible management of grave relocations during the construction process, minimizing delays and ensuring the preservation of cultural heritage and dignity.
